Yen Chi Hsuan efbed08dc2 [utils] Encode hostnames before passing to urllib 
With IDN (Internationalized Domain Name) and a proxy, non-ascii URLs
are passed down to urllib/urllib2, causing UnicodeEncodeError

Fixes #8890
